Pat Jones-Greenhalgh, of Bury - Greater Manchester, is an experienced strategic leader with a well evidenced track record of impact in front line services, efficiency, improvements, organisational development and people engagement. She was the first female interim Chief Executive of Bury Council having worked in Public Service for 45 years.
As an ambitious young woman, Pat started her career by engaging her creative flair and working as a local hairdresser. Within this role she developed her people skills and empathy for others, she quickly realised that she wanted to pursue a career where she could help other which led her to starting a new career in Social Care. She started as a Care Assistant before progressing to a Qualified Social Worker, then holding many senior leadership positions within The Council ultimately achieving two Master’s Degrees and reaching the ‘Top Job’ of Chief Executive in 2017.
Pat also held the National Dementia lead for ADASS, the Chief Exec Resilience Lead for Greater Manchester and is on the Executive Committee for Age UK Bury as a trustee.
Over the years Pat has been a leader in customer focused delivery with a passion for organisation, team and individual success. She is able to define and share complex objectives and achieve buy-in at all levels to deliver sustainable growth. As an analytical, straight-talking problem solver Pat has the ability to achieve quality standards that exceed customer and stakeholder expectations.

KEY ACHIEVEMENTS
Proactive in providing strategic leadership to secure over £19m for Health & Social Care Transformation to mobilise the transformational aspects of the Loyalty Plan for the borough.
Through effective partnership achieved £7m from the National Affordable Housing Programme for the development of 40 units of extra care housing for older people, the highest in the region.
Led, developed and launched a cross-sector Adult Social Care Jobs & Careers Website which has empowered and enabled people to be recruited into the care profession: www.adultsocialcarejobsbury.co.uk
Within a local government organisation introduced a "brand" culture of business synergy to be a commercial setting. Delivering a Commissioning & Transformation Plan, Financial Strategy to underpin the activity, a Workforce Strategy highlighting the skills mix and succession planning for the department.
Led the transition of Public Health functionalities to Local Authority and the formulation of the Health & Wellbeing Board incorporating GP consortia and wider partnership engagement; strategically planning the change of those commissioning arrangements and agreeing a vision and set of principles that were people focused, clinically driven and effectively managed.
Through effective leadership and engagement improved external assessment rates for Adult Care Services in Bury "good" overall with "excellent" achievement in Home Care, Learning Disabilities and Employment Support provider services.
Implemented strategies through effective leadership, innovation, consultation and empowerment to engage the organisation and simplify business planning processes. Demonstrated belief, passion and clear direction of key stakeholders to achieve an efficiency and transformation strategy resulting in an efficiency saving of £7m.
Through effective communication and commitment of customer standards the National Survey revealed a high customer satisfaction rating for Home Care and Care Quality Commission Annual Survey highlighting Adult Care Services with over 90% customer satisfaction with initial contact and advice.
Through effective partnerships and quality assurance frameworks, increased the quality of placements commissioned for older people; 90% of residential care homes in the Borough were "good" or "excellent" which is 10% higher than the national average.
